She’ll only enter full transformation once she’s ready to consume him. Until then, the hair stays up.

For a Librarian, freeing the hair from the bun is also the freeing of untamed power. Once loosed, the demons are incredibly hard to control and only the highest level Librarians can wield the bobby pins and ties strong enough, now with incantations, to get them back in check.
